Permanent Residency is not always a requirement for obtaining a housing loan in Japan. Some banks accept applications from foreign residents without PR, although the available lenders, financing terms and screening criteria can be different.
Your eligibility may depend on factors such as:
・Visa / Residence status
・Income & Employment history
・Japanese communication ability
・Down payment & Purchasing costs
・Property & Loan amount
・Who your guarantor is & their status
・Individual bank requirements
For example, some lenders may limit financing to around 80% of the property price or assessed collateral value, meaning buyers should be prepared to contribute more of their own funds.
The important point is that not having Permanent Residency does not automatically mean that a housing loan is impossible.
